On August 26, 2016, Resolution No. 633 also delegates to De Stéfano and other Legal directors the signing of “agreements with other governmental organizations or not.” It is not a minor issue. One of the agreements that the AFI had was with the Federal Penitentiary Service (SPF). For researchers, this allowed espionage in prisons as happened in the Federal Penitentiary Complex I of Ezeiza, where Kirchnerist leaders were detained.
